BartPE: Everything You Need to Know About Windows PE CDs
Steve Lee Ignacio explains the procedure to be followed to build a Bart PE Professional Rescue CD. He says that the basic requirements for completing this process is a Windows XP Pro or Home CD, a Bart PE builder, a Windows Computer, a program to burn .ISO files and a CD burner. He then explains the various steps involved in building the Bart PE CD, the first of which is to download latest version of Bart PE Builder using a search engine like Google. Then he explains the second step which is to us to start the Bart PE Builder and install it in you computer in a desired location. You can then insert the Windows XP 0r 2003 CD to build the .ISO file. Launch the PE builder and when it asks for the location of the windows files, select the CD drive and make sure to create an .ISO image as your media output before clicking on the build button. The next thing to do he explains is to download imageburn's free software from their website to burn .ISO files. Once the download is complete, the program will ask if it can start burning any file but Steve cancels the option to show us how to burn an .ISO file from its location. You can right click on the .ISO file and then select the 'Burn using IMGBurn' option which will take you through the process of burning the CD. This concludes the procedure and you have a Bart PE Professional Rescue CD. And you can use the Bart PE CD to boot up a frozen or dead PC to recover data from the hard disk, to create clone/image computers in a network and also to get rid of spyware/malware from the additional plug-ins that can be installed.

I think you are going to have to bite the bullet and download ADK 4.0 (the PE version for Windows 8) then download the free Mustang PE Builder (this is like a ramped up version of BartPE and is more flexible) .
Visit the Bart PE website at www.nu2.nu/pebuilder and download the PE Builder self-installing package. Click here for the direct link to the download page and then select a download site in your area. Save the downloaded PE Builder file to your Desktop for easy access.
When the download has finished, double-click on the file (pebuilder3110a.exe) to run it. If the Open File - Security Warning dialog is displayed, click Run to allow it. When using Windows Vista or Windows 7 with UAC enabled, you will need to allow the program to run when you get the UAC prompt.
If PE Builder doesn't create your bootable CD, re-run PE Builder and create an ISO file (select the Create ISO image option). You can use TeraByte Unlimited's free BurnCDCC utility to burn an ISO file to disc, creating a bootable Bart PE disc. You can install BurnCDCC as an optional component when you install Image for Windows, or you can download it separately and install it.
The following downloads are the PGP WinPE tools necessary for creation of WinPE environments with Symantec Drive Encryption drivers installed. Be sure to use the correct version of PGPpe for the version of Symantec Encryption Desktop. Using tools from a different version may cause drive corruption and or inability to use the tools on the drive.

After a few minutes later, the software will prompt you that the process has been completed. You can then burn the ISO image to CD using the CD burning software that came with your system. If you don't have one, you may download the free ISO Recorder ImgBurner to write the ISO image to CD.
/var/log/messages (logging of tftp and dhcp) There should be something in there about the system trying to acquire a DHCP network address and other DHCP requests. Also you should see logging there when the pxelinux.0 (or something else) is being downloaded over tftp.
The uploading.com site is indeed a bit picky about where you come from. I have the same problems with that site during work-hours and the evening. Maybe you could try a time when no-one else is likely to be downloading from that site (like in the middle of the night or very early in the morning..)
My first guess would be that the network drivers in your bartpe distribution are not good for your hardware. Check this by booting the CD and see if you can make a network connection (mount a network share) from there.
Also, I've read somewhere that bartpe based on winxp can't be booted from the network. Generate a bartpe iso file from the same w2k3 distribution as you have imported for the template creation. (or did you do that already?)
I'm facing same network card issue on my Fujitsu FMV-670MC9/W laptop. I downloaded the drivers and put the INF and SYS files to WINXP_INF and WINXP_SYS folders, stopped binl, ran infparser.py, and restarted binl. Same issue.
Ultimate Boot CD: can't make a better collection - so let's integrate the UBCD Commercial Tools: this section will boot into tools like Ghost or Partitionmagic The MOA LiveCD will never be available as a full Download - you will have to built it yourself. The main ingredient to the MOA LiveCD is the VMware Workstation. At the moment I find it easier to build this based on Bart's PE. Maybe on a future version I will also built based on Puppy Linux ... I have already built some Plugins for Bart's PE - but I found that many users had their problems to reproduce this on their own. That is the reason why I now change to a more complete approach. The first release of the MOA Live CD will come with a BartPE standalone-plugin. You will only have to add your selection of drivers and your Windows-source CD and a fresh download of Bart's PEbuilder. As it is possible to have multiple BartPE-builts on one CD I plan to add more options like: WS 4.5.2 , VMplayer ,WS 5.5 ... All this variants can be added as a RAMloader-version as well. How to use:1. Make sure that your system has about 500MB of free disk space!2. Download the latest PE Builder version (self-installing package) and install it.3. Start PE Builder (pebuilder.exe). When you start PE Builder for the first time it will ask if you agree with the license agreement.4. Now PE Builder will ask to search for windows installation files. If you don't have your windows XP setup/installation files on your system you must insert the original Microsoft Windows XP installation/setup CD at this point.5. The files you have at c:\windows are not installation files. They are your already installed files!6. Click "yes" to start searching. PE Builder will now search all fixed- and CD-Rom drives for Windows installation files. This will take some time. When more than one valid location is found, a dialog will appear where you can select which location you want to use.7. At the main PE Builder dialog, select the "Burn to CD/DVD" option. When you are using an erasable medium, make sure that the "AutoErase RW" option is enabled. The "burn using" option should be set to "StarBurn". Select your CD writer device from the Device list.8. Hit the "build" button. PE Builder will now ask you to create a BartPE directory, answer with "yes".9. The license for your Microsoft Windows XP product is shown. Read it and agree to it to continue.10. PE Builder will now start building BartPE. This will take a few minutes.11. You will see a lot of files getting copied and/or decompressed, the ISO image build and the data recorded to your CD/DVD writer.12.
